neutral  Melina Kajander: While this is what people indeed do say in Finland, I don't think it's the kind of neutral greeting the asker was looking for (i.e. not neutral for non-Christians)

It seems Finland is such a monocultural country that people don't appreciate 'Christmas' being a culturally sensitive issue for anyone... I still consider this to be the truly neutral greeting asked for, even though it's not commonly used - please note that the asker used the word "formulate" a greeting!

disagree  JonathanBrown: Even though this is the direct translation, I don't think the political correctness is what is truly desired, its more about cultural compatibility. So the standard "Hyvää Joulua" is still the right answer IMHO.
