The dictionary definition is "navgan", which refers to ships.

Is there a good word or phrase in Persian that does not refer to ships? I can't think of one right now.

Yes, you are definitely right. The first thing comes into mind is " navgan keshtiha". However, they are using " Navgane Taxirani" or " Navgane otobusrani" as well.

Asker: Thanks for the suggestion. If I use "navgan" would most Persian speakers think only of ships? From my experience with Persian, I would think most speakers would immediately think of ships or a navy, not a collection of cars. What do you think?
