De ICF is een aanvulling op de ICD1 classificatie van de ziekten (International Classification of Diseases). De ICF en de ICD zijn complementair. Het is de bedoeling de beide classificatiesystemen samen te gebruiken. De ICD-10 voorziet in termen voor ziekten, aandoeningen en andere gezondheidsproblemen en de ICF in termen voor het beschrijven van het menselijk functioneren vanuit 3 verschillende perspectieven. Door gegevens over de ziekte of de stoornis te combineren met gegevens over het menselijk functioneren2 krijgt men een ruimer en zinvoller beeld van de gezondheidstoestand van een individu of populatie.
