je třeba použít vysvětlující překlad s originálním termínem jednou v závorce - v podstatě to jsou právní předpisy/zákony diskriminující poražené kandidáty

V titulcích by možná bylo nejvhodnější použít termín "diskriminující zákony" - o to že se jedná o volby a kandidáty, kteří usilují dostat se na seznam kandidátů, vyplývá z kontextu.
