When a group would land on the airport, he would mix with group pretending to be one the freshly arrived group, and would start stirring troubles "where is this guide that was supposed to be waiting for us", and notice how would different people react.

Back to the question - I have no idea how it could be translated in Croatian (nor in Serbian), but "commissioning" - in this context would mainly be about deciding what to ask from the suppliers.

It's a far more active approach than just "selecting an offer" for some bog-standard product or service, it includes deciding first what exactly is needed. "commissioning" at the stage of tendering makes sense for one-off projects, where a "commissioning agency" (supposed to be experts in the field), would help prepare the technical details of the tender.

BTW, "commissioning" is one the trickiest terms around - depending on the context the meaning is totally different -even within the same project, depending on the stage of the project it doesn't mean the same.

As this is the stage of tendering, it ought to mean "commissioning" in the sense of "preparing the tender".

jedan bi pilot imao običaj doći među zadnjima, u civilnoj odjeći, crnim naočalama i bijelim štapom. Sjeo bi među putnike. Kako avion, naravno, ne bi kretao jer pilot sjedi i gleda poleđinu svojih zatamnjenih naočala, on bi se odjednom ustao i rekao "Ain't nobody gonna fly this damn thing?! I guess I might give it a try" ... i odšetao u pilotsku kabinu.
