Any conversation with the suspect should be made by security / police. If you are required to speak to the individual your conversation should be firm, to the point, and polite. It’s possible that there has been a mistake and/or a misunderstanding that can be explained. If the approach situation has been polite, and a sincere apology is given, most often a “non-productive” stop can, and will, be forgotten.

As such, I suggest 判断错误 for “non productive” instead of direct translation. Similarly you could consider 無功而返 which is more literal than the former one.

While ”stop and search“ is 截停搜身 in police legal terms, I borrow it here to reflect the security stopping the suspect so ”stop“ is 截停查问。

Not sure this is the best translation but it reflects the actual operation in the retail and security business.
