Explanation:
我觉得tightening regime应该是指加息周期。如果美国加息的话，前面说了，每次加息幅度不会大，另外一点就是整个加息/紧缩周期内的峰值不会太高。格罗斯的预测是2% （见下文链接）。

我想了一下，那个regime很可能是指国家，发达国家，不过整句话的意思还是差不多。加息的发达国家的利率峰值也会很低。
