বলছে means He is saying. Like সে বলছে আজ খেলা দেখতে যাবে। (He is saying, he would go to see the game).
বলছিস means you are saying. তুই বলছিস এটা ঠিক ? (Are you saying this is right ?). But be careful this is used very informally, like within very close friends and/or very near family circle.
