If they are not citizens, then they are foreigners. You'd have to provide me with a definition of the "non-citizen national" for me to decide whether they are holders of some form of residence permit.

I found this definition of \"US national\", and have to admit that it will be hard to find an Arabic legal equivalent. (a) (22) The term \'\'national of the United States\'\' means

(A) a citizen of the United States, or

(B) a person who, though not a citizen of the United States, owes permanent [but not necessarily exclusive] allegiance to the United States.

Scrap the above answer, as these are obviously neither \"foreigners\" nor permanent residents, nor citizens.

This is the term used in Arabic for non-national citizens. In some Arab countries such as UAE and Kuwait some citizens are denied nationality and they are called "Al Bedoun"

disagree  ArabicSoft: I have read the three URLs. They discuss, in Arabic, a different issue. The بدون are called "the stateless" in English.This is the term used in Kuwait and the Gulf in general. We are discussing a term used mainly in the US here. Regards.
