Here is the context:

(Economic development targeted to the high-tech sector is becoming increasingly more appealing to areas interested in boosting local and regional economies. With the higher than average wage and rapid growth potential typically associated with technology-based companies, it is easy to see why. New economic development strategies include the notion of a creation strategy or “growing your own” instead of relying on what is commonly referred to as “smokestack chasing”. Smokestack chasing, the recruitment of companies from other regions, can be a very costly strategy.)


I can't seem to find an equivalent to this term in Arabic, and I would like to appeal to your expertise in this matter.

  -> I wouldn't mind replacing اجتذاب with اسـتقطاب (using a magnet's pole as a metaphor). I don't see the word "strategy" in the text. Also, The goal is to attract outside businesses, as I understand it. Creating strikes me as somewhat different, isn't it?
