Explanation:

Caution: Please do not take my answer without double-checking first.

"Work front" is primarily a British term defined by Wiktionary.org as "A construction scheme providing employment for labour gangs in a developing country." The term is supposedly borrowed from the Spanish expression frente de trabajo.

https://en.wiktionary.org/wiki/work_front

Some people spell it "workfront," which is confusing, because "Workfront" is the name of project management software:

https://www.workfront.com/en-gb

Reading the text, it is pretty clear to me that the text simply says that there is no work being executed or scheduled on the fourth floor (for the reasons explained). However, "pretty clear" is not clear enough. I have searched and searched but could not find a parallel expression anywhere. My guess is that this is an expression that is well-understood in the construction field, especially among British construction managers, but has not become fully standard.

My suggestion is that you post a monolingual question (English-English) and see if any member of the monolingual English community is familiar enough with the British construction vernacular to tell you specifically whether "there is no work front" means "there is no work going on" or "there is no work being planned or scheduled" or something to that effect -- or something entirely different. In other words, the expression you are searching for is not "work front," but "there is no work front."

I don't normally give an answer when my certainty is not high or highest. Occasionally, though, I have to make an exception, and I felt that this question deserved all the help that can be given. However, please do your due diligence, gain more certainty, and let us know what you find out. I am curious.

Explanation:
work front :A construction scheme providing employment for labour gangs in a developing country.
Such progress curves, showing the actual versus planned available workfronts are instrumental to monitor engineering progress, identify shortage and take corrective actions (increase mobilisation).

Example sentence(s):
  • it will only reflect the amount of engineering work completed and not the workfront made available to construction.
