I am not on board, however, with the idea of inserting "destructive" as a modifier of "weapon effect" in the translation. Introducing this extra modifier may seem innocuous, since weapons are expected to destroy anyway, but I would advise caution. My hesitation stems from two considerations:

First, if "destructive" is the implicit effect in the source text, then why make it explicit in the target text, considering that the source writer chose to be silent about it? What is the compelling reason?

Second, introducing the modifier "destructive" may be inconsistent with the intention of the source text, because not all harmful effects are strictly destructive. A weapon may be intended to destroy, but its effects on the shelter's structure, the protection of which is the focus of the sentence in question, may encompass aspects of harm that cannot be described as "destructive," strictly speaking. In fact, a weapon may have effects that were not even necessarily intended.

For this reason, I believe it would be wiser to refrain from characterizing the "weapon effect" in any particular way.

When we translate, we do not translate literally. The destructive effect is the natural effect/result that is expected from using any sort of weapon. When using weapons, I should expect it to have various destructive effects that varies according to its type and loading. والله أعلم

No, I don’t know the EXACT meaning of the concept, but you can get the general sense of it from the context. The document discusses shelters in Finland and the "Weapon Effect" kind of means the potential effects of using weapons on or next to these shelters.

If you do, you should share it, because, so far, no one seems to know, and without it, any attempt to translate it will lead to naught.

If don't know what it means, you should try to find out before you try to translate it. You can do that by contacting your agency/client or by posting a monolingual question (English-English).

In addition, you need to include information about the text as a whole. What is it about? What is it trying to describe?
