Si se refiere a una oficina de la Dutch Tax Office, el equivalente en España sería una "oficina de Hacienda" o "administración de Hacienda". Creo que Hacienda se divide en delegaciones territoriales, con varias oficinas por delegación, que son las administraciones. Por ejemplo, la delegación de Madrid tiene estas oficinas o administraciones: http://www.aeat.es/agencia/direc/madrid.htm

Por otra parte, he encontrado esto: http://www.belastingdienst.nl/variabel/buitenland/buitenland...
En este contexto, yo lo llamaría algo como "oficina ("de Hacienda", o "fiscal") para residentes en el extranjero"
