Le "bouwheer" est le maître d'ouvrage, le constructeur. "Bouwheerschap" se réfère à la responsabilité, la qualité de maître d'ouvrage qui peut, par exemple être assumée par une autorité locale 2.3 Bouwheerschap In artikel 103 is vastgelegd dat het bevoegd gezag de opdracht geeft de voorziening in de huisvesting tot stand te brengen. Dat betekent dat het schoolbestuur in principe ook verantwoordelijk is voor de realisatie. Dat past in het streven meer verantwoordelijkheid neer te leggen bij de schoolbesturen.
