Impact on Marine Radar Systems

Maritime and Coastguard Agency (MCA) trials have identified areas of concern with regard to the potential impact of wind turbines on ship borne and shore based radar systems. This is due to the turbines returning radar responses strong enough to produce interfering side lobe, multiple and reflected echoes (ghosts).

That is: side-lobe echoes, multiple echoes and reflected echoes (ghosts)

Based on the assessment of impact on navigation, it is anticipated that the NW/SE shipping between Morecambe Bay ports and the Isle of Man, which currently passes through the centre of the site, will move to the South of WoDS. The traffic to the South is also likely to increase its passing distance.
Similarly, the NW/SE shipping between Morecambe Bay ports and the North Channel (e.g. ferries to/from Northern Ireland) will move to the NE of the WoDS site.

Some IALA members have carried out trials on wind farms to identify whether interference to radar, radio navigation and radio communications is experienced.
Trials indicate that wind farm structures affect shipborne and shore based radar systems. This interference returned radar responses strong enough to produce interfering side lobe, multiple and reflected echoes.

Bearing discrimination was also reduced by the magnitude of the response. It has been determined that passage close to a wind farm boundary, or within the wind farm itself, could affect the vessel’s ability to fully comply with the International Regulations for the Prevention of Collisions at Sea. Administrations / developers should keep this information in mind when designing wind farms, and they may wish to carry out individual trials to verify the impact of the wind farm on navigation.

INFLUENCE FROM WIND TURBINES

Wind turbines are known to give adverse effects on radars, in the form of false targets and/or reduced radar sensitivity.

The large vertical extent of the wind turbine generators return radar responses strong enough to produce interfering side lobe, multiple and reflected echoes (ghosts). The rotating blades produce returns with wide spread in the Doppler spectrum, strong enough to jeopardize detection of moving targets in radars utilizing the Doppler shift.

The effect of multipath suppression on a radar display is to make tracks from birds more discernable (Figure 9). Similarly, sidelobe echoes from very large targets also can confound a display, producing false detections and tracks at the same ranges as the large targets, but at different bearings. Advanced sidelobe-echo suppression algorithms can mitigate these effects.
