Dutch term or phrase: "Je mag dan echter wel alles"
As in:

"Noodenveloppen worden niet zo vaak getrokken. Dit is een zware procedure. Je mag dan echter wel alles."

A bit of a colloqulaism that I can't quite get my head around.

Without any more context (is this a game?) this would be my take.

Possibly, these 'emergency envelopes' hold special passwords and/or permissions to 'access all areas'. Nothing (no area) is off limits, would be an equally colloquial way of putting it. Or, more formal: one then has permission to do anything.

Notes to answerer
Asker: Sorry about the lack of context. This is an analysis of the risks to a company's computer system. The sentences I have given are a little self-contained paragraph.

Asker: I think you have got it nicely - this seems to fit the context.
