I feel there's some connotation in the last sentence that I'm not grasping, since a literal translation doesn't seem to mean much or follow on from what's been said. Text is about delivering business benefits from IT projects (more than half the respondents in a survey reported that they weren't satisfied they're getting value from IT investments).

De uiteindelijke beslissing heeft volgens hem ook te maken met leiderschap, kennis van je eigen business, met creativiteit en gut-feeling. Hij vindt het wantrouwen tegenover IS/IT alvast misplaatst. “IT staat voortdurend onder druk. Ze moet waarde blijven creëren, anders is de afdeling klaar voor outsourcing”, zo schetst X de situatie van velen. Volgens hem zijn IT-managers daarom veel meer dan vroeger bereid om **de deuren open te gooien**.
