agree  philgoddard: You can either say odds of 3 to 1, or a probability of 1 in 4. I assume ~3~ means "approximately 3".

Explanation:
The first thing to note is that "waarschijnlijkheid" is "probability" or "likelihood". These, by definition, must be less than one. "odds" can be greater than one e.g. "3 to 1" or "3:1" but that term is also "odds" in Dutch.

So "waarschijnlijkheid is 3 op 1" should logically mean "probability of 1 in 3" = "probability of one third".

And here's a German example from Roulette where it obviously means exactly that "Vollwetten (frz. Plein, eng. Full number) sind Wetten auf eine einzige Zahl, die 35 zu 1 ausgezahlt werden (obwohl die eigentliche Wahrscheinlichkeit 36 zu 1 steht".

Offhand, I don't see as clear an example in Dutch.

Re the tilde, my best guess is that it doesn't mean approximately, but I don't know how it's gotten into the text!!!
