This doesn't seem to make sense ...

First of all, the sentence is clearly incorrect, so it's a good idea to ask the client for clarification.
My interpretation (rephrased NL sentence):

XX hebben de kabelgoten niet gereinigd. Dat is de reden dat het vuil in de kabelgoten perfect mogelijk is, door de kleverige substantie waarnaar X verwijst.

het kan goed zijn = it's perfectly possible
reden waarom = that's why / so
aangezien voor: incorrect structure

In EN: XX did not clean the ducts, so having dirt in the ducts is perfectly possible, especially considering the sticky substance X is referring to.
