Dutch term or phrase: werkkostenregeling
Has anyone created/encountered a good English translation for werkkostenregeling, a new tax regime for employee allowances to be introduced here in NL in 2011. I'm a bit stuck for anything other than a long-winded description. All suggestions appreciated.

Explanation:
It may be a bit too general for your specific translation but it does seem to cover the description you offered.
