Ook uit de memorie van toelichting blijkt wat anders. Men heeft vertoningen nou juist buiten beschouwing willen laten. In de memorie wordt gezegd dat met muziekwerken worden gelijk gesteld in artikel 10 Aw onder andere rubrieken begrepen, doch alleen voor zover zij worden waargenomen door het gehoor, niet indien zij worden opgevoerd (“vertoond”). Het gaat hier om vertoningen in het algemeen en niet slechts om vertoningen van muziekdramatische werken die als muziekdramatische werken zijn geboren.

neutral  Deborah do Carmo: a memorandum of understanding normally records precisely what it suggests - the understanding between parties in a certain relationship to each other (often contractually) whereas an explanatory memorandum is more for the "world at large"
