again, a construction which eludes me given the rest of the sentence (could just be an elusive quagmire, who knows):
***Bijgevolg zijn*** als geschillen "ten aanzien van de registratie of de geldigheid van octrooien" aan te merken, de geschillen waarin de toekenning van een exclusieve bevoegdheid aan de rechters van de plaats waar het octroii is verleend, met inachteneming van boevengenoemde elementen gerechtvaardigd is.
A few things are throwing me off here: the "als geschillen" and is it possible that a comma is missing towards the end, between 'elementen' and 'gerechtvaardigd'?

agree  winterjasmij (X): Prima vertaling. Overigens staat het origineel in gangbaar juridisch Nederlands [m.u.v. de typo's en een ongelukkige komma ]. Als alternatief had er 'derhalve' kunnen staan.

'Bijgevolg' means 'als gevolg hiervan', hence 'consequently/as a result' as writeaway already pointed out. Bijgevolg refers back to the previous sentence.

What troubles you is probably the fact that the word order has been reversed. If you read the sentence as follows, it will probably make more sense.

Als gevolg hiervan/daarom zijn de geschillen (disputes) waarin de toekenning .... gerechtvaardigd is, aan te merken als geschillen ten aanzien van de registratie of de geldigheid van octrooien".

So, the type of disputes described in the second part of the original sentence can be regarded as disputes concerning the registration and validity of patents.

And yes, you're right, there should be a comma between elementen and gerechtvaardigd. Furthermore, I assume that 'bovengenoemde elementen' refers back to the text that precedes the current sentence.
