the meaning is clear; probably I should go on translating it as 'type(s) of access'. But it gets terribly boring, not least because it's three words, repeated every single paragraph, and perhaps I could occasionally interspace it using the word 'technology' . or something else maybe...

Depends on what your context is. You said "the context is the european regulations for electronic communications", but that doesn't exactly give us much to work with.

Generally speaking, "toegangsvormen" would be translated as:

types of access
forms of access
modes of access
access modes
