Alleen is maar alleen. Dat geldt zeker voor de mensen aan de onderkant van de samenleving die hard moeten werken voor weinig geld, geen reserves hebben en die geen of moeizaam toegang tot gezondheidszorg en onderwijs hebben. Zij hebben meer plichten dan rechten, worden vaak uitgebuit en gediscrimineerd. Om het armoedeprobleem bij de wortel aan te pakken is het geven van een stem aan de onderkant van de samenleving en het bieden van kansen aan mannen en vrouwen, of het nu kleine boeren, boerinnen of landlozen zijn, arbeiders dan wel straatventers, een essentiële voorwaarde.

Armoede is vaak het gevolg van een proces van uitsluiting en elke verbetering zal bevochten moeten worden op de bestaande machtsstructuren. Ontwikkelingssamenwerking kan alleen duurzame resultaten boeken als degenen aan de onderkant van de samenleving op kunnen komen voor hun legitieme rechten en zich toegang kunnen verschaffen tot economische middelen, sociale voorzieningen, politieke systemen en financiële instellingen. Er is een lange weg te gaan naar een meer menswaardig en rechtvaardig bestaan.
In dit kader spelen de maatschappelijke organisaties, zowel in het Zuiden als het Noorden, een eigenstandige rol, zij fungeren als aanjager op weg naar een betere toekomst. Zij zijn deels ontstaan in oppositie tegen het overheidsbeleid en gevestigde belangen. Zolang er overheden zijn zullen groepen zich organiseren en hun stem verheffen om te opponeren of op zijn minst het beleid te beïnvloeden. De kritiek is niet enkel gericht tegen de overheid, ook de private sector heeft te maken met kritische volgers. Tegelijkertijd zien we maatschappelijke organisaties vaak constructief samenwerken met overheden en nieuwe allianties aangaan met de private sector. Maatschappelijke organisaties geven kleur aan een samenleving.

N.B.: I have no idea if there is a standard expression for this phrase. The context isn't very helpful, but obviously the point is that civil society organisations have to work together with each other and other branches in order to get results. And also: is there a word for "landlozen"?
