De meest gangbare vertaling van civil society is ‘ maatschappelijk middenveld’. Overheden en alle overheidsinstanties en staatsorganen, inclusief het parlement, behoren niet tot de civil society. Ook het particuliere bedrijfsleven en alle organisaties met een winstoogmerk vallen buiten het begrip.
