I have literally NO context for this. It comes from a list that is added to a letter from the Rijksdienst voor Identiteitsgegevens. This list states "Administratienummer", "Burgerservicenummer", et. etc. and also the "Gemeente ontleningsdocument" with behind it "Registratie Niet Ingezetenen" and "datum ontleningsdocument". So clearly it is a document that has been derived from another document. Is there a standard expression for "ontleningsdocument" in English?

wAT IS HET?De Registratie Niet-Ingezetenen (RNI) is een register van personen die niet of korter dan vier maanden in Nederland wonen, maar die wel een relatie hebben met de Nederlandse overheid. Bijvoorbeeld als u tijdelijk in Nederland werkt. Of als u in Nederland hebt gewoond en nu in het buitenland pensioen krijgt. Dit register bestaat sinds begin januari 2014.

Sta ik ingeschreven?
Als u ná 1 oktober 1994 in Nederland bent uitgeschreven, staat u automatisch ingeschreven in de RNI. Als u vóór 1 oktober 1994 bent uitgeschreven, kan het óók zijn dat u staat ingeschreven in de RNI. Dit is het geval als u bijvoorbeeld AOW of WAO ontvangt. Of omdat u belasting betaalt in Nederland. Is dit allemaal niet op u van toepassing, dan staat u nog niet inschreven.

I think 'ontleningsdocument' quite simply means 'document waaraan de (persoons)gegevens zijn ontleend' in this context.

In other words, 'source document' - as already proposed by Michael in the D-box - would probaby fit the bill.

Elke gemeente verzamelt, registreert en onderhoudt de persoonsgegevens van zijn inwoners in de Basisregistratie Personen (BRP). Geboorte, verhuizing, huwelijk, vertrek naar het buitenland, overlijden: de BRP bevat alle persoonsgegevens en wijzigingen. Van de wieg tot het graf. Van elk lid van de Nederlandse bevolking wordt in de BRP een elektronische persoonslijst aangelegd. Op die lijst staan alle persoonsgegevens van een persoon. In de BRP wordt van elke ingeschrevene de administratieve levensloop geregistreerd.

Bij het gemeentelijk loket moet aangifte worden gedaan van bijvoorbeeld geboorte of overlijden. Dit wordt vervolgens in de BRP opgenomen. Hetzelfde geldt voor onder andere adreswijzigingen, huwelijk of echtscheiding. Daarbij zijn de zogenoemde brondocumenten, zoals geboorte- en huwelijksakten, uiterst belangrijk. Aan deze brondocumenten worden de persoonsgegevens ontleend. In de BRP worden ook gegevens geregistreerd over niet-ingezetenen (personen die niet in Nederland wonen maar wel een relatie hebben met de Nederlandse overheid).
