I am a bit puzzled by the system level responsibility 'for the vital process.' I must assume that vital process does not refer to the system's own (vital) process (for which normally the system itself would be responsible, and without which it would not exist) but to some external vital function for which it has system-level responsibility. Who in a complex system would be responsible for the system itself? In correct system's thinking, the system itself would (should) be responsible. There tends to be a level confusion here. One person cannot be responsible for a system that is really a conceptual model. When referring to an actual, physical system (as opposed to anything that resembles a Human Activity System or a complex system model), it would be rather easy to assign a single person to carry this responsiblity. In your sentence, the vakdepartement is responsible for (the functioning and capacity of) its own system/vital process (i.e. systeem-verantwoordelijk), although they may require resources from stakeholders. -------------------------------------------------- Note added at 2 hrs (2017-04-11 22:57:26 GMT) -------------------------------------------------- Why overall? It suggests to me one person-suprasystem that has end-responsiblity. What's the difference with integral system responsibility? "Integral system responsibility cannot be outsourced, because that determines the "raison détre" of the network administrator. Responsibility can be partially outsourced when parts of the system can functionally be separated from the entire system. A stable integral network vision forms the basis for this outsourcing.
