This is a text on the Dutch Netcode (electricity network code):

In dit hoofdstuk wordt verstaan onder
"opregelen": het leveren van elektrische energie aan de netbeheerder van het landelijk hoogspanningsnet uit het door die netbeheerder ten behoeve van de systeembalans ingezette regelvermogen, reservevermogen en noodvermogen;

"afregelen": het leveren van elektrische energie door de netbeheerder van het landelijk hoogspanningsnet aan de beheerders van het door die netbeheerder ten behoeve van de systeembalans ingezette regelvermogen, reservevermogen en noodvermogen;

I had provisionally translated this as "increasing" and "decreasing". After reading the above, I am not that sure anymore. Do any of you have a suggestion that fits better in this context.

This is how I translated it for Telnet quite some years ago. Michael's refs may well be based on that or others have thought the same.

Wherever possible, however, I would recommend using the terminology of feeding into the grid and withdrawing from the grid, reserving upwards and downwards regulation for situations where you cannot make that substitution.

Explanation:
I'm no expert on electricity balancing but it seems to me that the meaning is an adjustment in the amount of power, up or down depending on the circumstances.

agree  Textpertise: Six of one and half a dozen of the other. It's the same answer. However, I prefer to avoid hyphenated terms that are not supported by a lot of textual evidence. At the time I originally translated it, there was nothing. Not much more now.
