agree  philgoddard: You could just say "municipal records" - the "personal" and "database" go without saying.

  -> Was going to suggest something along those lines initially, but saw "municipal records personal database" used a few times on Linguee when looking into this further. The shorter "Municipal Administration" is also used a couple of times.
