This is a Belgian marriage certificate. Why is it in plural? My instinct is to translate "I, the registrar of the General Register", but should I use "we", as the original?

Asker: I call it "General Register" because the client is British and this is what it is called in the UK.

It's a proverbial we, on behalf of the office perhaps (?) I put vital records between brackets because its called differently in various locales. Not sure what they specifically use.
