I'm struggling to find the correct translation for "beroepen op" in this context. I am leaning more towards "refer to" or something like "rely" or "fall back on".

neutral  Kitty Brussaard: 'Invoke' is out of context here. In this specific context (i.e. reliance on capacities of other entities when bidding), 'rely on' is the most commonly used EN equivalent. Note also that 'zich beroepen op' IS a prepositional (and reflexive) verb in Dutch.
