Dutch term or phrase: kopadviesaanvraag

Deze adviesaanvraag betreft de nieuwe eenheden A, B en C, zoals gedefinieerd in de *kopadviesaanvraag* X en de *kopadviesaanvraag* Y.
De wijze waarop de personele consequenties als gevolg van deze inrichting en uitwerking van de besparingsmaatregelen worden opgevangen zijn toegelicht in de *kopadviesaanvraag* en deze adviesaanvraag.

De zoektocht op het Internet leidt naar een terminologievraag bij Translators Café, met als voorgestelde vertaling 'joint recommendation' or 'primary/final recommendation' voor 'kopadvies'.

Wat ik eigenlijk om te beginnen graag wil begrijpen, is hoe een kopadviesaanvraag zich onderscheidt van een 'gewone' adviesaanvraag. Kent iemand de term in het gebruik? Op Google krijgt het niet veel hits, dus heel erg gangbaar lijkt deze term niet.
Vervolgens zou ik graag willen weten of 'coordinating request for advice' een acceptabele/goeie vertaling is. Ik krijg uit de tekst een beetje het beeld dat kopadviesaanvraag boven een gewone adviesaanvraag staat.

Explanation:
Not too sure if there's a UK, irish or US equivalent as - usually from my (personal and bitter) experience from London - the Board of Directors of the Co. goes through the motions of consulting staff at a 'token' meeting and then completely ignores the comments made (no names mentioned).
