Dutch term or phrase: publieksreclame
Tja. Public advertising.

Public Advertising
Explanation:
What they mean here is that the companies can do promotions or advertise among professionals (doctors, pharmacists, etc.), probably through trade magazines and the like. They are not allowed to advertise to the public at large, however (tv, radio, print, etc, are not permitted).

neutral  Johan Venter: I am not convinced this is the same thing. Direct-to-consumer tells me that only the people that use or could use your product are targeted, which is not the intention here.

  -> But it is .. it is forbidden by law to target the consumer, but not the clinic, doctor or vet.

agree  Barend van Zadelhoff: I believe the sentence itself makes it clear that "public" NEEDS to be used as "publieksreclame" is used to differentiate between public and non public, but this is what you said in other words? They DO market their stuff among professionals

  -> Exactly, thank you.

agree  Tina Vonhof (X): I would prefer 'advertising to the general public' but it basically the same thing.
