læge retsmedlemmer: these are member of the National Tax Board and the National Tax Tribunal. Is it enough to only call them 'lay members'?

Explanation:
I would not refer to them as "lay" - which is only one step above "non-professional" members.

As they are members of the public doing their civic duty, how about "public members."
