Hello - I've hit a snag with this sentence. I normally translate "er forudsat" as "is expected/is assumed/is projected [to be...] but as the second clause negates this, I'm wondering if I've been approaching this incorrectly. Perhaps source sentence should include "dog"? Thanks for your help. By the way, as explained further in the text, the datacenter is being cancelled, so it's not a question of "skinlagt" meaning "postponed". Thanks for your help!

I reckon, as per Chris S., that this common kind of Danish & Norwegian shorthand means 'forudsat at den vil bli etableret'.

or a phrase with a sytlistic novelty like: the portents are that --- will be set up...... as a link-up with the computer center / centre that had been shelved in..

Unlike table (scrap) a motion in AmE vs. entered in BrE, I do not believe shelve in this context is ambiguous.
