I guess you could call it just "general", but "superordinate" seems particularly appropriate here, given that all other systems are subordinate to it. |

top-level control system Explanation: "General" is quite OK, but top-level control system will also suit the context, meaning the system that comprises HMI, operator controls etc., and interacts directly with the operator, serving as an intermediary between human operator and other sub-systems and components. |
