Settlor (or settler) is somewhat more specific:

A trustor is a person/entity who creates a trust. (Black's Law Dictionary)

A settlor is a person who makes a settlement of property, esp. one who sets up a trust. (Black's)

Another definition I found which is quite clear: A settler is the person who transfers the rights and possession of the property owned by him with an agreement in writing where in the beneficiaries are named. Ex. A person executing a will to distribute his property after his death is a settler. A trustor transferring his property to a trust is also known as settler. (Legal-explanations.com)
