Explanation:
After studying some maps of the area mentioned, I found out that the intersection in question is actually between 河南中路 (Henan Middle Rd) and 河南北路 (Henan N Rd). Taken at face value, this text means 'the intersection where the norther part of Henan Rd begins'. It seems that 上海总商会 is an historic building located there.

一段 might mean 'the section', but could also easily mean 'at the time' ('when the statement just made occurs') in this context.

My incomplete example sentence should give you a rough idea.
