In this version of the text <blog.sina.com.cn/s/blog_4f3016f101009gm5.html > the 元 is missing, so does 当政府归位,也就需要工会的就位 mean something like, "Therefore, when the government returns to fulfilling its original functions (lit. returns to its seat), trade unions need to assume their responsibilities (lit. take their positions)."
