I am translating a piece of Andorran legislation regarding tobacco tax rates.

This term comes in a long list of different kinds of tobacco products (and the corresponding tax rates which should be applied to them), in the "tobacco refuse" section.

2401.30 Residus de tabac
2401.30.00.1 Residus de fabricació, tabac "tronc"
2401.30.00.2 Altres

The HS code (harmonized code) numbers have been very helpful for this project (see, e.g., http://www.zolltarifnummern.de/?year=2011&lang=en&q=2401), but I'm not sure about this particular type of tobacco refuse. I have also done searches for "tobaco tronco" in Spanish, and haven't found much. (When searching, note that these codes are sometimes written without periods.)

I imagine "residus de fabricació" will be "manufacturing refuse," and have considered "tobacco stem" for "tabac 'tronc'". However, the code for "tobacco stem" seems to be 2400.30.02, not 2400.30.00.1. Is the Andorran number a typo? A new code number? Is "tabac 'tronc'" some other kind of tobacco refuse?

I can't find the number you are looking for either but it does seem to me that they must be referring to 'tobacco stem' or 'tobacco stems'.

I've seen it given other numbers such as 2401 30 10 15 though.

Sorry, I forgot to add, I'm a bit confused about the 'residus de fabricació' because I thought the code 2401 referred to 'unmanufactured' tobacco products! Very confusing!!

I've decided to close the question without awarding points, since I'm not certain about the answer, especially given the manufactured'non-manufactured issue. I did end up going with "tobacco stem refuse," since both you and I suspected that was what this referred to, and because another colleague also thought that was the best approximation. Nevertheless, I don't want to make a glossary entry about this question since I'm not certain the answer is 100% correct. Thanks again!
