I am attempting to translate the following, and I have come to the conclusion that in English, many of the words are pretty much obsolete. Underneath is my attempt at translating this, and really my question is whether I have actually missed out too much here, and gone over the top with regards to reducing the text into comprehensive English. Any suggestions greatly received :)

1.- L’article 99 del text refós de la Llei de finances públiques de Catalunya, aprovat pel Decret Legislatiu 3/2002 de 24 de desembre estableix com a causa de revocació l’incompliment de l’obligació de justificació i l’incompliment de la finalitat per a la qual la subvenció fou concedida.

This is how far I have got:
1. Article 99 of the redrafted text of the Public Finances Act of Catalonia, approved by Legislative Decree 3/2002 of 24 December establishes non-fulfillment of the obligation as a cause for revocation.

.. for which the subsidy was granted.. as a ground vs. two separate grounds for revocation, though it's unclear to me whether it's both or either/or.

Apart from tHelen C's technique, you could vary breach in the first part with non-compliance with or nun-fulfilment of in the second.

as already mooted, not a good idea to leave out any bits, even if seemingly otiose.

Explanation:
This is what I would write:

'...establishes failure to comply with the obligation to provide/state the reason and purpose for which the subsidy was granted as a cause for revocation.'

I'm not a lawyer, although for some reason I translate a lot of legal texts, and I'm always a bit wary of leaving bits out. Someone told me once that you can neither add nor omit anything.
