This is a report of someone's national service during Saddam's regime. The phrase pops up numerous times, and I have a sense it might mean "active service" but I would like to be sure.

Example: نقل الى مديرية كذا وكذا بموجب كتاب مركزنا المرقم 1111 في تاريخ ما وتنزل من القوة والقدر
أتى نقلاً لسريتنا الاولى من سرية المقر داخل الوحدة وادخل القوة والقدر.

And so on. Almost every transfer is either أدخل or يتنزل
