This text is describing the framework for measuring research & development and innovation in the Arab world in order to measure knowledge in the Arab world.

From the rest of the text, I think the term in general is referring to companies within the manufacturing, marketing, consulting, and management fields - fields that can benefit from research and development to create something new/new knowledge...

مع أنّ منظومةَ البحث والتطوير تُعَدُّ أحدَ مدخَلات الابتكار، فقَد تَقرَّر أن تُمثِّل فى حدِّ ذاتِها مكوّنًا رئيسيًّا لِوُلوجِ البلدانِ العربيّة في عصرِ المعرفةِ. ويعودُ هذا الاختيارُ المنهجيُّ إلى عددٍ من العواملِ، منها:
• غيابُ ثقافةِ البحثِ والتطويرِ في المؤسساتِ الصناعيةِ والخدميةِ، ما يؤدّي إلى صعوبةِ تطبيقِ نتائجِ البحثِ والتطويرِ في هذهِ المجالات، ومن ثَمَّ تَراجُعِ إمكاناتِ إنتاجِ المعرفةِ والابتكارِ التكنولوجيّ على المستوى العربيّ.
• ضعفُ الارتباطِ والتعاونِ بين مؤسساتِ البحث العلميّ والتطويرِ (عرضُ الخدماتِ البحثية) من ناحية، والشركاتِ الإنتاجيّةِ ومؤسساتِ المجتمعِ المدنيِّ (الطلبُ على الخدماتِ البحثية) من ناحيةٍ أُخرى.
