I believe both are valid.
People in power could have judges, a judge in power. This means that the judges who work for people in power, will have a different basis for what makes them good.
Another way to look at it is your second interpretation. The constituents of what makes a good judge, will change in the eyes of the people of power.
I think the interpretation of this phrase highly depends on the tone the sentence is read in. It's different than English where sometimes a comma would make the change. In arabic, the tone is really important.
