The context here refers to women's right to work, if needed, still a woman has the right of being supported by the family.

The right to be looked after

Explanation:
The meaning is a little vauge. If the text saidحق رعاية الاسرة then the meaning is a women's obligation towards her family and her choice to either work or not. I guess the meaning here is that her right to chose to work is left for her choice, she can use it or not useit, however she must optain her right of being taken care of by the responsible family member.

Taking care of other fanily members would not be described as a rightحق in Arabic, it would rather be described as ab obligation orواجب. That is why I lean towards understanding the above sentence as: women has a right of her choice , which is to work, and another that she must have which is not left to her choice, which is to have someone look after her and provide for her. It is not a matter of personal opinion , I am just examining the avaulable text.

So I think it is unlikely that the text is refering to a woman's duty towards her family, if that was the case the text would go حق الاسرة في رعايتها
حق الاسرة علي المرأة
واجب المرأة في رعاية اسرتها

the right to maintenance

Explanation:
Her right to maintenance is retained.

I think IOMS did a good job explaining the difference between rights and obligations. I think I would use the word "maintenance," however, which is what most Islamic translations to English seem to favor (as in the following example):
