I think the phrase is one that would occur in other contexts too, but here's the section in which it comes three times:

"Kjo do të realizohej duke futur lojtarë rezervë, të dobët, të luanin si të luanin, ku edhe në qoftëse ndeshja dilte në favor të skuadrës së Dinamos, do të bëhej ndonjë gabim në protokoll dhe ata e merrnin në tavolinë, por i pandehuri duhet të kapte edhe albitrin. agree  Ledja: "win on forfeit" would be the translation of the whole phrase here, and there is, on the other hand, "lose on forfeit". Regarding "të kapte arbitrin", the wording there is quite colloquial and can be translated more formally as "approach the referee"
