This might be a word from gegnishtja and also a combination of e + qtuar.
Context:
Kisha per ta përmend nji prrall me qingjin dhe ujku. Ishte *eqtuar* qingji dhe kishte nevoj te madhe me pi uj, vendosi te zbret posht ne prrua.

You are right. It is the "gegenishte" version of "e etur" and the English translation would be "thirsty".

I am glad you asked. I meant to add this comment yesterday and then changed my mind...
The first letter "e..." in the word "eqtuar" could be confusing. It can make one think that we are talking about something or someone feminine (versus masculine gender). But, like I said before, the word "eqtuar" itself means "e /i etur" and it has nothing to do with any gender distinctions. So, you can very well use standard Albanian language terms "i etur" or "e etur" for it and the English translation would be the same: "thirsty".
