As far as i know, being a teacher as well, in Albania there are no short/long term teachers/ provisional etc... there are those lucky ones who are employed with a "vendim" - meaning that their position is solid as long as he/she is able to do the job and there are enough students to keep the classes open. And there are the less fortunate ones who got to work on 3/6/9 month contracts to either substitute a teacher or fill in a vacant position.
However in larserik's case we have to take into account whether these terms do have a different meaning in Swedish education so it does't mean "apples" when it should mean "pears".
As for the terms in Albanian, the officials filling these documents do not have a strict code of using the terms and language. Knowing this, I am quite sure that the terms mean the same thing. (probably just written by different people).

(And let's not define teaching language solely through American-based terms: we call them supply teachers in the UK :))
Supply teachers are generally called in through a supply agency to cover for a whole day, a week or a just one lesson where the teacher is unavailable. Thus, they're not paid directly by the school, but through the agency.

Nowadays, there is a position in schools still defined in loose terms: cover teacher/supervisor, which means an employee of the school who can be asked to step in for different teaching-related positions all around the setting when needed (including PPA time), but may not necessarily receive teacher wages - rather support staff wages.

Admittedly, Albania doesn't have a layered system for cover provision, though I remember that the same supply teachers would cover for all the mentioned scenarios - there was even an American lady once who was brought in to teach English (as a foreign language) for a whole term, because she was a native speaker, not a qualified teacher. All that said, should there be a need to distinguish "zëvendësues" from "provizor" in any documents, I am glad alternatives are offered. Let's not kill the conversation at no.1.

Substitute and provisional teacher are completely two different concepts.

Provisional teacher term does not make any sense at all in this case. (See below)

A substitute teacher is a person who teaches a school class when the regular teacher is unavailable; e.g., because of illness, personal leave, or other reasons

Provisional teaching certificates are designed to temporarily permit a non-licensed teacher to deliver classroom instruction in a public school; therefore, such certificates are valid only for a determined period, allowing the teacher to transition into a standard teaching license
