What are they saying in this phrase 機器として動作可能?? Are they saying the device's operation is made possible because of the fans? Or are they saying "Model X can be operated as a _____ because of the fans?"

Explanation:
I am not so sure, but the Japanese expression seems not appropriate. I guess the actual meaning should be "機器として(エラーなく正常に)動作(することが)可能".
Because a fan integrated in a switching hub must be a cooling fan.
And here, Model X (and Model Y) needs 3 fans to cooling the device well, otherwise the device may go thermal runaway.

Thanks, everyone, for your comments. Other Jp native speakers I have conferred with also agree that the Japanese source text is not the best, and it probably means that the fans are needed in order for the device to operate properly.

This answer is based strictly on my linguistic knowledge and not on that of engineering (since there is not much in me). So in your options, the former is correct. However if a ____ is mentioned somewhere in the context, then that could be the better one.
When I compare sentence 1) and 2) though, so far I am under more impression than not that your first option is the case.

agree  Maynard Hogg: This Japanese is even worse than what I see every day. The kanou nonsense is forgivable because every Japanese sentence must end with koto ga dekiru or equivalent, (English uses DOES, not CAN) but dousa niyori dousa for operates? Give us a break!

neutral  sumc: I agree with this answer, except the "will" and "properly" parts. The original says "可能(kano)" and does not say "適切," etc. In addition, if this is a patent material, "will" is usually avoided.
