Government to continue negotiation effort with Cemex Explanation: For titles/headings, you can omit articles such as 'the'. That's why in my suggestion it's just 'government' and not 'the government' although strictly speaking the latter is grammatically correct. That's also why my suggestion doesn't seem to contain any actual verb. For more examples, just browse through any English-language newspapers eg. International Herald Tribune.
